Romans 6:12-14
New International Version
12 Therefore do not let sin reign in your mortal body so that you obey its evil desires. 13 Do not offer any part of yourself to sin as an instrument of wickedness, but rather offer yourselves to God as those who have been brought from death to life; and offer every part of yourself to him as an instrument of righteousness. 14 For sin shall no longer be your master, because you are not under the law, but under grace.

Luther: “Sin has dominion over all those who are under the Law. [Many people] understand the expression ‘to be under the Law’ as being the same as having a law according to which one must live. But the apostle understands the words ‘to be under the Law’ as equivalent to not fulfilling the Law, as being guilty of disobeying the Law, as being a debtor and a transgressor, in that the Law has the power of accusing and damning a person and lording it over him, but [the Law] does not have the power to enable him to satisfy the Law or overcome it.” (Pastor Matt: Does that shock you? God says, “Do this” and we are not actually capable of doing it! What kind of God works like that?! A God who wants you to live by faith in His mercy, grace, and forgiveness! Not trusting in your good works!)
